Ủy quyền VPDD tại Việt Nam thực hiện thủ tục hải quan

Tôi xin hỏi trường hợp sau đây có được cấp C/O các loại không : Văn Phòng Đại Diện (VPĐD) cty A tại Việt Nam có công ty mẹ ở Hongkong. Công ty Mẹ mua hàng của các nhà cung cấp tại Việt Nam, và nhập vào kho ngoại quan. sau đó xuất cho các khách hàng ở nước ngoài. Công ty Mẹ ở Hong kong muốn ủy quyền cho VPDD làm tất cả các thủ tục hải quan xuất tại kho ngoại Quan, đồng thời VPDD cũng đứng tên trên C/O để cung cấp chứng từ cho khách hàng nước ngoài. Như vậy trường hợp này, VPDD có đứng tên tren C/O được hay không? Vui lòng hướng dẫn chi tiết. Xin cảm ơn
